I. To my best knowledge:
1. Re: Ms. [therapist in other state]: Please ref. your emails as I was sent a message from her clearly stating that she was not going to work on with us without a court document.
2.  Re: Dr.[psychologist in other state]:  They are not allowed to treat [daughter] since they did work through court on the case.
3. Hence, I propose we commit to seeking the assistance of Dr. [other state therapist] to move forward
with assessment and transitioning of [daughter] at this young age
so she may enjoyable, interactive and healthy communication with you.
II. Questions to move forward:
1. Are you willing to consent to having [daughter] assessed and in therapy?
2. Are you willing to web cam in for a parental session with Dr. [other state therapist] so you may determine if you are comfortable with her caring for [daughter]?
Please respond to my questions so I may move forward with seeking assistance for [daughter], specifically for her refusals to engage in phone and web contact. 
I would appreciate your cooperation to have the web-facilitated consultation with Dr. [other state therapist], at minimum.
