[the ex],,, It is clear that you have no intention of fostering any relationship between [daughter] and I... having been at your whim for close to three years, now I must concede... I can not force you to be a good mother or co-parent  nor can I force you to do what is right for [daughter]. Some day you will have to answer for your actions in the mean time, all I can do is my best in trying to be a father to the daughter I don't even have an address for. While I am grateful you are finally using the child support, I only wish that I would have located you sooner to ensure the well being of [daughter]. 
Reminder; [daughter] has (always!) had insurance under  [insurance company] ... in lieu of having a physical [insurance company]  card, all you need to do is use her SSN 
All I ask is that you daily remind [daughter] that her father and her family love her.
